The Leamington Transformation Board (LTB) is the key steering and decision preparation body for the Leamington Transformation Framework (LTF), with key decisions then subject to approval by the Council Cabinet’s and Committee’s.

The LTB’s role is:

  • To create and hold the vision for the LTF.
  • To oversee the preparation and approval of the LTF, including its regular review and updates.
  • To take decisions to co-ordinate actions and delivery across the LTF.
  • To consider reports to be submitted to the various Council Cabinet’s and Committee’s for approval relating to the LTF and its implementation.
  • To oversee and report upon the delivery of the various LTF programmes, projects and funding bids.
  • To influence and direct new and emerging programmes, projects and funding.

There are 9 members of the LTB across all three levels of Local Authority:

  • Independent Chair (currently under recruitment)
  • 2 members for Warwick District Council (Leader and Portfolio Holder)
  • 2 members for Warwickshire County Council (Portfolio Holder plus Leamington Member)
  • 1 member for Leamington Town Council
  • 3 members for WDC Political Group Leaders (Lib Dem, Green, Labour)

The Leamington Transformation process is intended to be a long-term programme lasting beyond the political timeframes and so individual membership of the Board will change over time as new Members are elected, which will keep the Board fresh and accountable. The Independent Chair will be selected by the LTB for a period of at least 3 years, renewable subject to LTB confirming. A Temporary Chair (WDC Leader) will be in place in the meantime. The Convenor of the Leamington Transformation Advisory Group (LTAG) will be invited to attend the LTB with the same confidentiality arrangements in place. The Board meets every two months via evening Teams meetings.
