Additional Licensing payments and fees

This page is for the payment of Additional Licensing fees for HMO properties with 3-4 occupants and purpose built blocks, which did not previously require licensing under the national mandatory licensing scheme. The Additional Licensing Scheme which began on January 18th 2024. Fees

Discounted (‘early bird’) fees were available for applications for Additional Licensing, where fully completed (‘duly made’) applications were submitted by 14 March 2024. If an application was not duly made by 14 March 2024, applicants will be required to pay the remainder of the Stage 1 fee before the application will be further processed and will not be eligible for discounted stage 2 fees.

A ‘Duly made’ licence application will require fully completed, signed and dated application forms for proposed licence holder and proposed manager*, stage 1 licence fee, suitably drawn floor plans, valid Gas Safety Certificate*, Electrical Installation Condition Report (EICR) , Portable Appliance Test (PAT) report, Fire Alarm Commissioning/Test Certificate, Firefighting Equipment Test Certificate/purchase receipt, Emergency Lighting Commissioning/Test Certificate* and Energy Performance Certificate (EPC)*. *where applicable. There is a list of these documents in the application pack.

Stage 1 and stage 2 fees

All applicants are now required to submit their fees in 2 stages:

  • Stage 1 licence fee to be paid when submitting a licence application and will cover initial application processing costs.
  • Stage 2 licence fee to be paid once the Council has decided to issue a licence, at draft licence stage. Licence will only be issued once Stage 2 fee is paid.

Discounted fees for early additional licensing applications ended on 14th March 2024

Stage 2 - you can still make a discounted stage 2 fee at any time, if you submitted a duly made application prior to 14th March 2024. You will need to make a stage 2 payment when you have been notified your application was sucessful and before your draft licence is sent to you.

* Applicants who submitted a duly made Additional Licence Application between 15th March 2024 - 31st December 2024 may pay the Stage 2 payment at the 2024 fee rate. Applicants who did not submit a duly made application in the specified period and incorrectly make a payment at the 2024 rate will be required to pay the correct amount before receiving their licence*

Stage 1 - to be paid when you submit your initial application forms and supporting documents.

Stage 2 - to be paid if you have been notified your application was sucessful. You will need to make a stage 2 payment before your draft licence is sent to you.
