Citizen’s Jury event co-ordinator

Reason for exemption

It was essential to award the contract promptly to enable the complex work on a Citizen’s Jury/Assembly to start quickly. Soft market testing was undertaken to develop a brief for proposals and 4 organisations were invited to submit. Ultimately three of these companies chose to do so and presented their proposals verbally to a selection panel on 11th August. Due to the sensitivity and high priority of the message that needs to be publically explored; it was important to ensure that the ‘best fit’ organisation was chosen who created confidence in their ability to engage the public for the best outcome. On this basis it was proposed to award the contract following soft market engagement rather than undertake a formal procurement exercise.
